Carpenter maintained that his journal, Political Letters, was not liable to the stamp duty on newspapers, and he in fact issued it partly to try the question. A prosecution followed in the court of exchequer. At the trial Carpenter defended himself, was convicted, and sentenced to imprisonment in the king's bench. First Edition of this work by French agronomist and publicist the Marquis de Casaux. A proprietor on the island of Grenada, he became an English subject by the cession of the colony in 1763 and devoted much of his time to the cultivation of sugar cane - he also wrote on the subject. From 1788 to 1792 he resided in Paris, and from 1792 in London, where, among other things, he translated Arthur Young's Travels in France into French. In the present work Casaux discusses commerce, industry and manufacture, taxation, national debt, balance of trade between England and Holland and France, agriculture, the American colonies, prices, currency, &c. He refers frequently to the statistics and analyses of Arthur Young and Sir Charles Whitworth, and also mentions Adam Smith (p. 135). Three continuations of the Considérations (Première-Troisième Suite) were published in 1786-87, while an English translation, done by Parkyns MacMahon under the author's inspection, appeared in 1786. A major biography of Nicolas Fouquet, Marquis of Belle-Isle [1615-1680], who was superintendent of finances from 1652 to 1661. Although this was a period of financial difficulty for France, Fouquet managed to lavish some eighteen million francs on his own palace of Vaux, which is said to have surpassed even the royal residence of Fontainebleau. Of him Voltaire remarked "Never was a dissipator of the royal finances more noble and generous." He soon lost favour with the King, who had him arrested, and after a three-year trial, he was sentenced to imprisonment for life.
