It was originally published in 1840 in two volumes, and is here enlarged to contain all of the author's writings on financial and administrative questions. Audiffret was a French financier and senator (1852) who served for many years as chief clerk in the administration of finances, and became president of the court of accounts (cour des comptes) in 1829. He was responsible for many of the reforms introduced after 1814 in public accounting and for simplifications effected in the organization of finances. In 1838 he drew up the famous Règlement générale sur la comptabilité publique, contained here in Volume V. Included in Volume IV are Le Budget; La Crise financière de 1848; and La Libération de la propriété ou réforme de l'administration des impôts directs et des hypothèques, all of which had been previously published in pamphlet form. Bigelow, a prominent woollen manufacturer and inventor of many improvements in textile machinery, notably the power-loom for weaving carpets, was a protectionist and played a major role in the framing of the complicated system of duties on wool and woollens adopted by the United States in 1867. In the present work (his best according to Palgrave), he attempted to show that the growth of English commerce was not due to free trade, but to other causes, and that the removal of duties by England had no damaging effect. ".protection is, unquestionably, the universal rule. While, in form and degree, it may vary among the nations, as the peculiar circumstances of each case require, the principle itself is never abandoned.Those who insist that the United States ought to renounce and for ever abjure all measures designed to protect and promote their own industry, do, in fact, propose that we should leave the line of safe precedent, and all the paths of familiar experience, to launch out on the dangerous sea of untried experiment.
