DES BARRES, Joseph Frederick Wallet [1721-1824] [Army officer, military engineer, surveyor, First Lieutenant Governor of Cape Breton, (1784-87), founder of Sydney, and Lieutenant Governor of Prince Edward Island (1804-12)].
Manuscript document in secretarial hand, unsigned, dated Prince Edward Island Government House, July 28, 1812.
[Charlottetown]: 1812..
one-page folio. (horizontal folds, several tears with no loss of text). matted & framed (size of frame: 21.75 x 16 inches; 55.2 x 40.6 cm.). A distinguished military engineer, DesBarres served in the British Army in North America during the Seven Years' War, and participated in the capture of Louisbourg in 1758 and of Quebec in 1759. General James Wolfe used a chart which he prepared of the St. Lawrence River and approaches to Quebec in his assault on the city. From 1763 to 1773 DesBarres surveyed and charted the Atlantic coast from Newfoundland to New York, which resulted in the publication in 1777 of the Atlantic Neptune, a four-volume atlas "which stands as a landmark in Canadian cartographic achievement" (R.J.Morgan, DCB, VI pp. 196) and is considered to be the most important atlas of North America published in the eighteenth century. He went on to become the first Lieutenant Governor of Cape Breton, 1784-87, the founder of Sydney, and the Lieutenant Governor of Prince Edward Island, 1804-12. He faced considerable opposition to his administration in both colonies and with the home government and in each instance was recalled to England. The present document is dated just one month before his recall from Prince Edward Island in August of 1812. In it DesBarres reprimands the Grand Jury for overstepping the bounds of their authority although he says he is willing to attribute their statements to "good intentions in an infant colony language which under other circumstances might be very differently received."

DESBRISAY, Thomas [1732 or 1733-1819] [Colonial Official, First Lieutenant Governor of St John's (Prince Edward) Island (1769-1784].
Manuscript Document, Signed, dated Charlottetown (Charlotton), Nov. 2, 1786, to the Commissioners for Executing the Office of Chief Justice of the Island Saint John.
Charlottetown: 1786..
one-page folio. (horizontal folds, paper lightly embrowned). matted & framed (size of frame: 31.8 x 20.3 cm. x 36.8 cm.; 12.5 x 8 inches). Memorial of Lieut. Col. Thomas Desbrisay relating to an unpaid debt owed to Dan Grandin, a court lawyer who acted on his behalf in cases against two of his tenants. Desbrisay was a major land speculator in the colony, buying up large tracts of land even before taking up his office ten years after his appointment as Lieutenant-Governor. He first attempted to recruit settlers in Ireland before the British government forbade the practice in 1773. Despite charges by the Governor, Walter Patterson, that he had attempted to interfere in the proper allocation of colonial funds and was unfit to hold office, and the fact that he had swindled prospective settlers by selling them land he had mortgaged, he was not removed from office. Once arrived in St. John's, he granted some 400 crown lots in Charlottetown Royalty, including many to himself and his family. Still he remained Lieutenant-Governor even after he and the others were forced to surrender land to the Crown. With the reorganization of the colonial administration in 1784 the office of governor of St John's Island was eliminated, and Patterson replaced Desbrisay as Lieutenant Governor.

ERMATINGER, William.
Manuscript letter, signed.
Montreal: 1867..
8vo. 3 pages. docket title on verso of second leaf. (horizontal & vertical folds). ERMATINGER, William [Montreal Militia Officer & Police Magistrate]. Manuscript letter, signed, dated Montreal, May 8, 1867, marked Private & Confidential, addressed to my dear Charles [probably Charles Joseph Elzéar Mondelet [1801-1876], assistant judge in appeals of the Court of Queen's Bench, Lower Canada]. An interesting letter on a highly confidential matter, never specifically named, but in all probability relating to the Fenian question. Ermatinger refers to two letters from Sir Narcisse Belleau and the delicate nature of their contents. The person to whom he is writing (Charles Mondelet?) is needed in a legal capacity: "You see as the object is merely to take evidence on the subject matter, mentioned in Sir Narcisse Belleau's letter, and probably involving some diplomatic talk with the Consul General of the U. States, it will require some person possessing the qualities of secrecy and common sense, which I am not aware can be found in the court House of your Department, apart from you and Ramsay.it is of some consequence to the Government, that they are well represented.do not let this.(?) or letter lay about your desk - as everything written & there is laying is invariably read by the crowd."
